Abstract

The historical logic of the development of the ruling minority reflects a number of phases and stages in its multifaceted evolution. As shown in the article, one of such historical stages is the formation of elite strata that demonstrated new facets of political domination within the framework of the state system that has been formed since Modern times. In turn, the historical experience of elitogenesis has demonstrated three main forms of political hegemony of this corps of the ruling minority — institutionalization, deinstitutionalization and reinstitutionalization. Each of them marks a special style of the use of power and management, ultimately reflecting the nature of the interaction between the state and society. In the context of this theoretical approach, the specific features of the deinstitutionalization of the ruling elite in modern Russian society are revealed, the forms of interaction of the upper classes with the civilian population typical of this state are described, forecasts are made regarding the prospects of preservation.
