Abstract
The article analyzes the trends of the transformation of power relations. The attention is focused on the meaning-formation function of the ruling elites. The coercion and the threat of sanctions as the main tools of authorities in the context of dominance of technology and information in the social life are used less. Infl uence, beliefs, correction of values and symbolic world of the individual become more effective governance mechanisms.
