Abstract
The article focuses on the impact of crime and post-criminal business at the situation in small towns. Representatives of the criminal world and the representatives of post-criminal business cannot be attributed to the urban elite, but in many towns they have worked closely with power structures. The bulk of the information about the crime impact on the urban community was obtained in depth interviews with top leaders in local government, with leading businessmen, directors of enterprises, heads of the media, party activists and regional experts in two towns and one district of the Perm Region, and the towns in the Ivanovo region. Altogether 54 in depth interviews were conducted.
